Manchester's Locality Plan sets out an ambitious five-year vision to create a sustainable health and social system fit for the 21st century. The health and social care organisations across the city are working together to radically improve the health outcomes of Manchester's residents and to support the delivery of more integrated care in the community.

In order to deliver sustainable change, plans are underway for the NHS hospitals in Manchester to deliver a unified service and for health and care services to work in an integrated and effective way. The Commissioning Team for the City is now a single entity. The provision of place based, fit for purpose estate will be key to enabling teams to co-locate and deliver more care outside of the hospital environment.

In order to support the innovative and exciting transformation plans for Manchester we are looking to form a new team of project professionals, who have previous experience of successfully working in a collaborative manner, influencing large scale change and being able to deliver high quality capital and property schemes.

The work is exciting and varied, and will make a real difference to the health and wellbeing of Manchester people.

The role

We are looking to recruit a Programme manager to set up and lead a team which will work support the work of the Manchester Strategic Estates Group.

The main purpose of the role will be to work across organisations and with multiple partners to implement the estates transformation agenda outlined in the Manchester Locality Plan and wider Greater Manchester Devolution.

The Programme managers will plan and direct a broad range of complex projects. This will include the development of business cases and bids for financial support.

The work portfolio will span the implementation of multi–disciplinary hubs, the estates transformation required to enable the delivery of a single hospital service in Manchester and the co-location of the new Manchester Health & Care Commissioning body. This work will include the development of a number of high profile strategic capital schemes.

You will be required to recruit a new project management team to support this work portfolio, and will be responsible for directing and co-ordinating the new team.

The successful candidates will need to have:

• Previous practical experience of delivering projects involving estates, preferably involving health estate
• A pro-active and high energy approach to delivery
• A good understanding of the heath & social care devolution agenda in Greater Manchester
• Experience of developing and maintaining effective relationships with a range of stakeholders in partner organisations, and be comfortable working in complex project and programme environments
• Practical experience of managing a varied workload and delivering high quality outputs in line with agreed timescales
• A passion for using their skills to improve the health & wellbeing of Manchester people

You will be expected to work closely with practitioners, clinicians and senior managers from the Manchester Health & Care Commissioners, Manchester City Council and the three hospital trusts in the city to support delivery of the Locality Plan. You will be based in the city centre but will work across the city as a whole.
